LASWA TO SET UP EMERGENCY RESPONSE UNIT by IRITEI IMOTONGHA

The Lagos State Waterways Authority has concluded plans to set up an emergency response unit (ERU) to address the issues of water transportation in the state.

Mr. Kayode Emmanuel, General-Manager of Lagos State Water Authority (LASWA) made this remark while speaking to News men in Lagos recently.

Mr. Emmanuel warned boat operators to put safety first in carrying out their operations as
they are dealing with human life. Mr. Emmanuel distributed about 1,000 life jackets to various groups of boat operators in the State.

The GM advised them not to overload their boats and avoid over speeding, as well as
embarking on night journey. He also called on commuters to always demand for life jacket from the boat operators before embarking on any journey. “ The State
government would not fail to sanction any operator who do not keep to the rules of engagement”.

While the leadership of the various boat operators asked the government to provide
effective security along the water ways to avoid attacks from criminals

Contraband Tyres Responsible For 5,288 Road Accident – IRITEI IMOTONGHA

The continuous use of contraband tyres across the country has led to 5,288 road accidents in Nigeria

Mr. Osita Aboloma, the Director-General (DG) of the Standard Organization of Nigeria (SON) made this revelation to news men recently. He stated that since the collapse of local tyre manufacturers such as Dunlop and Michelin, the market has opened access to illegal tyre importation, as such substandard and expired now flood our markets.

He stated that these expired tyre products are brought into the country by overzealous businessmen, who compromise on quality and standard on monetary gains to the expense of lives.

“Do you know tyres have expiration dates and for these fairly used tyres were made for climates with a different weather and temperature and then burst when exposed to the heat of tropical region like Nigeria.

The SON boss warned that, the Organization would step up fight against this menace.

Apapa Customs Command Siezed 4 Containers Of Prohibited Drugs

The highest revenue generation command of the Nigeria Customs Service,  Apapa Area 1 have seized smuggled drugs in four units of forty foot containers valued at N110,016,524  at the Lagos port complex.

The command also collected a total revenue of N31.,015,084,626.85 for the month of January as against N25,958,919,218.73 collected in January 2017.

Customs Area Controller of the command, Musa Jibrin who announced the seizures to newsmen in Lagos , said the seizures were made following credible intelligence received from the Customs Intelligence Unit (CIU).

According to Jibrin, ”On Tuesday February 6, 2018,bases on credible intelligence from the CIU Apapa Command,3×40 foot container with numbers MRSU 3637149; MRKU 6196 and MRSU 3516384 imported by one Villa Gold Pharmacy from India were suspected to contain controlled drugs.

”The said containers were examined and found to contain different pharmaceutical products/ Drugs which are controlled and regulated from importation into Nigeria”

MRSU 3637149 contains  936 cartons of tramadol hydrochloride tablets (225mg) and 56 cartons of Collstop Chloropheniramine maleate capsules(4mg)

Jibrin added that MRKU 6196764 contains  368 cartons of tramadol capsules BP (120mg); 192 cartons of tramadol capsules (250mg) and 160 cartons of Dobumol Anagelsic

He said MRSU  6058282 was laden with 554 cartons of tramadol capsules BP (120mg) and 176 cartons of Col cap

Similarly, on February 7, 2018 another 1×40 container was found to contain 200 cartons of tramadol (225mg);330 cartons of Ibramol; chest and lungs tablets (15mg); 198 cartons of Col-caps capsule (4mg) and 453 cartons Rally Extra (50mg)

The customs chief said one person was arrested in connection with the seizures and has been granted administrative bail.

Jibrin who reiterated the command’s resolve to surpass last years feat added that the N5.1 billion increase above January 2017 collection is an indication of a better year for the command in terms of performance.

He disclosed the command’s revenue for 2018 as N426b with a monthly target of  N35.5b. He said the command is committed to increasing all areas of revenue collection and blocking any possible leakage.

Meanwhile, he said the seized drugs will be discharged  to the appropriate government agencies for due diligence.

Customs Operative Almost killed In Ogun By Car Smugglers

Musa Maigari Mohammed,.an Assistant Superintendent.of Nigerian Customs Service is.currently battling with life at the National Orthopedic Hospital Lagos. 

Musa  was brutally injured with machetes by suspected smugglers in Ogun State, with his left wrist almost cut off in addition to another very deep cut a little below his shoulder by same left hand.

He was part of a joint patrol team of officers drawn from the Ogun Command and Federal Operations Unit roving around Ibeji River,Idogo Ifoyintedo axis that were ambushed at about 9am on Wednesday.

His attackers were resisting the seizure of a Toyota Highlander with chassis number STDJKRFHES059484. While other officers sustained various degrees of injuries, Mohammed was not too lucky.

The vehicles was successfully seized and driven to the Ogun Customs Sentry office in Idiroko .

 Public Relations Officer for Ogun Command, Abdullahi Maiwada confirmed the incident and disclosed that efforts are being made to save the life of the injured officer while moves are on to arrest the attackers .

FOU “A” Intercepts Contraband Goods Worth N1.7b

The Federal Operations Unit (FOU), Zone A of the Nigeria Customs Service (NCS) in its intensified operational modalities to nip smuggling tactics in the bud has intercepted  items worth N1.6 billion due to various infractions within the month of January, 2018.

It added that it collected the sum of N91.366 million from under payment within the period making the cumulative of N1.709 billion.

 The items seized are 31 exotic cars, mostly 2017 models which include four Rolls Royce, 1 Porche Panamera, 1 Jaguar, 1 Bentley, 2 Lexus jeep, 2G Wagon, 1Toyota Land Cruiser, 5 Toyota Corolla, 7 Mercedes Benz among others .

According to the Unit  Controller, Comptroller   Uba Garba Mohammed, the Duty Paid Value of the vehicles is worth N1,429,953,941.50 only.

Some of the cars,  Uba said were intercepted along Ijebu Ode road while  others were were evacuated at various raid in Parkview Estate,  Victoria Island,  Banana island,  Alhaji Bankole Crescent in Ikeja and Tola  Adewunmi street in Maryland as empowered by section 147 of CEMA Cap 45 laws of the federation of Nigeria. 

Other items seized within the period are; 8,400 bags of foreign parboiled rice with Duty Paid Value (DPV) of N1,429,953,941.50; 835 jerry cans of vegetable oil with dpv of N4,063,500.

Ten sacks bags of Indian Hemp, 2,208 pieces of used tyres, 159 bales of used clothing, imported used compressors all with dpv of N23,608,200.

He added that a 1×20 feet containers were nabbed for false declaration saying the container was carrying 537 cartons of Indian Whisky declared as yeast.

Another 1×40 container was seized for carrying 60 pieces if used Chest freezers and 570 bundles of gas hose as against condenser for steam polysonic amounting to false declaration.

Uba however urged the owners of the vehicles to come forward with valid customs clearance documents, failure of  which he said the cars would be liable to seizure.

In his words “we urge the owners of these vehicles to come forward with valid Customs clearance documents otherwise they will be liable to seizure and subsequent forfeiture to the Federal Government in line with laws of the land”

“For the avoidance of doubt, our action is in line with the provisions of sections 147.of Customs Excise Management Act (CEMA) Cap 45, laws of the Federation in Nigeria 2004 gives power to search premises, while section 158 gives power to patrol freely. he added. 

He however appeal to smugglers to desist from their  nefarious  activities  or face the fire power of the customs. Uba said “Let me seize this opportunity to warn all would-be smugglers to desist from any act of illegal trade and invest their money in a legitimate business that will yield dividend on their investments.

” There is no amount of resistance from the smugglers and their mob accomplices that will deter us from performing our statutory responsibilities in all aspects especially in suppression of smuggling within southwest zone,” he warned.

NPA To Partner NRC On Cargo Evacuation At Port.

 Ms Hadiza Bala Usman, Managing Director Nigerian Ports Authority (NPA)  has made known the intentions of the management in  improving the present state of infrastructure to meet world class standards towards ensuring the swift evacuation of cargo from the seaports across the country to the hinterlands through the rail lines.

According to her, Management was fully aware of the state of congestion in the Ports caused by the bad roads within the Port axis. This she regretted has led to a reduction in revenue accruable to the Organisation as well as the inability of the nation to maximize her potential as a major player in the Maritime sector within the Sub-Saharan Africa.

Hadiza who was represented by the General Manager MD’s Office, Captain Iheanacho Ebubeogu made these remarks while on a facility maintenance inspection of the state of the rail lines in the Ports accompanied by the top echelon of the Nigerian Railway Corporation, NRC,  led by its Director Of Operations Niyi Alli to Terminals within the Apapa corridor over the weekend.

“management would collaborate and improve on the existing synergy with the NRC at addressing the challenges facing the corporation with a view to increasing the market size of the country in the area of cargo evacuation ” he said.

Responding to questions after the inspection tour, the Director Operations, Nigerian Railway Corporation [NRC] Mr Niyi Alli who stood in for the Managing Director of the Corporation Mr Fidet Okhiria stated that the working visit was to assess the present state of the rail lines in order to further collaborate with the NPA in the area of rehabilitation.

According to Alli, the rail service would be optimally utilized for Cargo evacuation in line with the Federal Government’s policy of Ease of Doing Business in the country. He stated that plans are being concluded by putting into operation

between 15- 20 Locomotive Wagons with each evacuating 20 units of 40 footer containers at a go from the Terminals to the hinterland.

Honorable Minister of Transportation Rt Hon Chibuike Amaechi, recently set up a Committee comprising the Managing Directors of NPA and NRC as well as their top echelon to carry out on the spot assessment of the present state of infrastructure of the rail lines in the Terminals.

The rehabilitation work and collaboration between the NPA and the NRC would ensure swifter evacuation of Cargoes from the Sea Ports.

 

Change Of Baton : SSASGOC Maritime Branch Gets New President General

There has been a  change in the leadership of  Senior Staff Association of Statutory Corporations and Government Owned Companies (SSASCGOC)  Maritime Branch, as the union now  has Comrade Adamu Ya’u as its new president general.

Comrade Ya’u took over from Comrade Benson Adedoyin Adegbeyeni who last week retired from active service from the Nigerian Ports Authority (NPA) .

Ya’u who served in the capacity of deputy president general of the union before taking over as the new President General said that the Adegbeyeni administration was supposed to end in October  2018 but  due to his retirement from active service, he had to hand  over the baton of leadership to him.

During the handing over ceremony, Ya’ u assured members of the union that he will continue from where his predecessor left off in ensuring progress for all.

New Controller Takes Over At Tincan Customs Command

Barely  a week after Tincan Island Command of Nigeria Customs Service  received a Certificate of Merit from the World Customs Organization (WCO) for exceptional service at the just concluded 2018 International Customs Day celebration in Abuja, the  Area Controller of the command, Comptroller Yusuf Bashar hands over the baton of leadership of the command to a new Controller, Comptroller Abdullahi Baba Musa

The change of baton in the Command was announced recently in a statement from the command image maker,  Mr Uche Ejesieme, Yusuf was redeployed as Comptroller Pre-Arrival Assessment Report (PAAR) Ruling Centre.

The change by the management according to the statement was aimed at re-jigging the Service for a sustained functionality.

Comptroller Mohammed Musa was born in 1964 and enlisted into the Nigeria Customs Service as Cadet Officer in 1990.

He has served in various capacities which include Zone ‘A’ Headquarters in 2005 – 2006, Tariff and Trade Headquarter’s Department from 2011 to 2017, Post Clearance Audit (PCA) where he was in-charge of System Audit.

Musa during the hand over ceremony promised to build on the legacies of his predecessor in all ramifications and called for the support of all critical stakeholders in the task ahead.

Comptroller Musa was described as a highly disciplined officer and gentleman, highly knowledgeable in Customs modernization procedures and posses the requisite competence to deliver on his mandate.

NPA Assures Stakeholders Of Enabling Business Environment

Ms Hadiza Bala Usman  .Managing Director of  Nigerian Ports Authority (NPA), has assured relevant stakeholders in the maritime sub-sector and beyond of the determination of the Management of the Authority at providing an enabling environment for investors to do business within the ports across the nation in order to tap the huge economic potentials available in the sector for the growth of the nation’s economy.

According to her, renewed efforts were being encouraged by way of partnership, collaboration and improved synergy amongst key players in the industry towards ensuring that the Management thrusts were realized within the nearest possible time.

Usmma who was represented by the General Manager Land and Asset Administration, Engineer Adams Jatto made these remarks whilst on a working visit with the visiting Presidential team, the Infrastructure Concession Regulatory Commission [ICRC] led by its Acting Director-General, Chidi Izuwah to the Lagos Free Zone [LFTZ] located in the heart of Lekki, Lagos.

The acting Director-General informed the gathering that the Presidential team was in Lekki Deep Sea Port to have a firsthand information and assessment of the state of infrastructural development that had taken place in the project since the committee’s last visit with a view to providing all necessary technical support for its swift take off.

According to him, the Lekki Port project when completed would facilitate amongst others a platform for the creation of 170,000 jobs for Nigerians, generate an increased revenue base for government and most importantly strengthen the Federal Government’s drive for the Ease of Doing Business in Nigeria as well as creating an enabling environment for the reception of bigger vessels.

The General Manager Projects, Lekki Deep Sea Port, Mr. Steven Heukelom, while conducting the guests on a tour of the facilities within the ports stated that when completed in 2020, the project would boast of a 16.5 meter depth base, thereby facilitating trans-shipment within the sub-Sahara Africa.

On the facility appreciation tour was the Assistant General Manager (PPP) NPA, Yakubu Nana and the Legal Counsel/Relationship Director Lekki Deep Sea Port, Adesuwa Ladoja.

It would be recalled that Management of the NPA is prioritizing the execution of a 25-year Port Master plan for the sub-sector in order for activities to thrive along the lines of best practices.

Border Security : Ambassador Tasks Agencies To Enhance Management

The Nigerian Ambassador to the Republic of Benin, Ambassador Emmanuel Kayode Oguntuase has tasked the border agencies to enhance security management at the border stations. 

 The clarion call was made during a Joint Border Security Forum from both Seme and Ogun Area commands of the Nigeria Customs Service recent  working visit to the Ambassador .

The visit which was at the instance of the Nigerian Ambassador in order to afford him the opportunity to meet with the various Federal Government Agencies operating in the South Western part of Nigeria and Benin Republic borders, which comprises of the Nigeria Immigration Service, the Department of State Security, Nigeria Police Border Patrol, National Drug Law Enforcement Agency (NDLEA), National Agency for Food Drug Administration and Control (NAFDAC), Standards Organization of Nigeria (SON), Port Health among others.

Welcoming the Chairmen of the fora and members from Seme and Ogun axis, the Nigerian Ambassador, Mr. Oguntuase disclosed that the meeting was intended to acquaint officers of the Mission of  officials of the Border control agencies, create synergy and a harmonious working relationship between the Mission and all the border control agencies, establish regular consultation, cooperation and a common mechanism for sharing information.

Adding  that facilitation of the smooth movement of people, goods and services along the Nigeria/Benin Republic borders without compromising Nigeria’s security and national interest would also be enhanced.

The Ambassador went back memory lane to inform all the border security apparatus that converged in his office that the Nigerian Embassy in Cotonou was established in 1974 at ambassadorial level to carry out representative duties, forge strong enduring political, economic historical ties and to perform consular functions in the interest of Nigeria and Nigerians in Benin Republic.

He pointed out that because Seme Krake, Idiroko and by extension, Owode border posts remain the Nigeria commercial gateway to ECOWAS countries, particularly the Lagos-Abidjan economic corridor, the need for the meeting cannot be over-emphasized.

Consequent on the aforementioned objectives, the Ambassador led the delegation from the two border commands to an interactive meeting which focused on the topic ‘’Enhancing Effective and Efficient Border Security and Management along the Nigeria/Benin Republic Borders ‘’.

In his opening remarks, Ambassador Oguntuase said the theme for the discussion was apt and appropriate in the face of the current economic and security challenges facing Nigeria highlighting some of the economic and security challenges along the Nigeria/Benin borders to include; massive smuggling activities of prohibited and restricted items through the Nigeria land borders, proliferation of small arms and light weapons, human trafficking, Illicit drug trafficking, piracy, illegal bunkering, oil theft and international terrorism.

The Ambassador in the light of the above challenges charge the security agencies to be more vigilant, alert, effective, and proactive to display due diligence, commitment and professionalism in the discharge of their duties along the borders.

He also made some observable lapses to the Nigeria border control agencies and urged them to rise up to the challenges.

For the purpose of security, the Ambassador also observed the need for scanner machines to be installed in all the land borders and the immediate opening of the abandoned Seme/Krake ECOWAS joint border post.

He expressed the Mission’s effort at repositioning the border agencies for improved performance, especially in making frantic efforts with the relevant agencies including the Nigeria government, European Union, Economic Community of West Africa States (ECOWAS) and the Beninese authorities to ensure the joint border post was commissioned without further delay.

The Ambassador assured that the mission was working assiduously to ensure the promotion, facilitation and enforcement of ECOWAS trade liberalization Scheme as this would increase the smooth movement of goods and products produced within the two countries into Nigeria and Benin Republic respectively.

He charged the Nigeria border control agencies to continue to protect the Nigeria territorial integrity and national interest through effective and efficient border control and management.

At the interactive session, all agencies represented took time to enumerate their roles, achievements and challenges to the Ambassador.
